The Potential for the Public- Private Partnership in Romania
-The first interactive conference-

Does public private partnership in Romania an anti-recession measure, in the same way it is seen throughout the EU? Can public- private partnership be a new method of accessing European funds? These were just some of the issues addressed during the first interactive  conference on “The Potential for the Public- Private Partnership in Romania”, organised by Publi Media Business on June 21st 2011 in Salon D of  JW Marriott Bucharest Grand Hotel.

The aim of the conference was to discuss and clarify the more obscure aspects of the new Public- Private Partnership Law in a broad forum that brought together representatives of public authorities, the business community and experienced representatives of European institutions with expert knowledge of the PPP area.

The event was structured into three panels, the first leading the debate on “The policies of central government authorities regarding public- private partnership and the use of EU funds for PPP”. The first panel included: Mr Eugen CURTEANU, Secretary of State at the Ministry of Regional Development and Tourism; Mr Mario SEPI, President of the European Economic and Social Committee; Mrs Nina SCHENK, Advisor at the European PPP Expertise Centre; Mr Alexandru PACURAR, Advisor at the Central Unit For Public- Private Partnership  Coordination and Dr Monica Amalia RATIU, partner at the Ratiu&Ratiu Law Firm.

The second panel included Mrs Mihaela POPA, Vice-President of the CEC Bank, Mr Leonard PADUREANU, Public Administrator at the Bacau City Council, Mr Gheorghe Bunea STANCU, President of the Braila County Council and Dr Monica Amalia RATIU, partner at the Ratiu&Ratiu Law Firm. The topic of the debate was “PPP: An instrument for the implementation of local projects”.

The first two panel sessions were followed by the special event of the conference, the formal launch of the book “The Public- Private Partnership Law: Commentary and Annotations”, co-authored by Dr Monica Amalia Ratiu and Dr Simona Gherghina. The authors are both, experienced practitioners and lecturers at the Law Faculty of the University of Bucharest. The book launch was organised by the Monitorul Oficial R.A.


The book includes an analysis of the new Public- Private Partnership Law and offers solutions based on the European theory and practice which, it is hoped,  will represent a firm basis for devising coherent public- private partnership projects.

The key aspects of the book were discussed by Professor Dan Oancea, Vice-President of the National Alliance of the Romanian Bar Associations, Mrs Anca IVASCU, Chief Editor of the Monitorul Oficial R.A. and by the authors of the book, Dr MonicaAmalia RATIU and Dr Simona GHERGHINA.

The third panel focused on case studies related to “Aspects related to the financial structure of a Public- Private Partnership. During the Q&A part of the session, questions from media representatives were answered by Mrs Alina BARBULESCU, representative of the the European Economic and Social Committee, Mr Guido RETTER, President of the RETTER Group, Mr Christoph Lang, Executive Director of ERSTE Bank, Mr Dan Dumitru POPESCU, Vice-President of BRD- Société Générale, Dr. Monica Amalia RATIU , partner at Ratiu&Ratiu  and Dr Simona GHERGHINA, partner at “Gherghina& Associates.

This event was organised with the support of: Strabag, Retter Group, Aktor, CEC Bank, Exim Bank and Stand Business and in partnership with the Law Faculty of the University of Bucharest, the Legal Sciences Society, The Money Channel and JURIDICE .ro.

The conference enjoyed broad coverage by the local press and was broadcast live on the Money Channel during a special programme presented by Andreea Negru.
